Culture and Development

CulturCooperation e.V. will be carrying out the EU project Culture and Development from 2005 to 2008. The aim of the programme is to create and to raise consciousness of the importance of cultural factors and cultural projects as an integral element of cooperative work in development projects.

In the field of development cooperation in Germany and many other European countries, there has been no programmatic base for the direct promotion of development projects with cultural dimensions up to now. In fact, cultural aspects have been systematically neglected: Development concepts are primarily concerned with economic aspects and tend to separate them entirely from the cultural context. The failure of many of these projects shows that a purely economic approach cannot be sufficient - and that cultural factors and social aspects must be taken into account far more. The majority of the actors in development politics ignore these factors in their work, culture being usually regarded either as a hindrance or as a "luxury factor" in development work.

Greater interest in cultural projects in the countries of the South will not be achieved until the relevant decision-makers are convinced of the importance of cultural factors for sustainable development. The programme Culture and Development puts these ideas into practice: The cultural events, symposia and publications of the three-year programme on the topic of the potential of culture for development will be showing the possibilities and perspectives.

The aims of the programme

• There is to be critical reflection and determined extension of aspects of cultural politics as part of the relationships between the EU member states and the countries of the South.

• Public support for justice in the North-South cultural relations is to be strengthened by means of consciousness-raising work, projects and campaigns.

Culture and Development

Die CulturCooperation e.V. führt im Zeitraum 2005 - 2008 das EU-Projekt Culture and Development durch. Das Ziel des Programms ist, das Bewusstsein für die Bedeutung kultureller Faktoren und von Kulturprojekten in der Entwicklungszusammenarbeit zu schärfen und zu stärken.

In der Entwicklungszusammenarbeit Deutschlands und vieler anderer europäischer Länder fehlt bislang eine programmatische Grundlage dafür, Entwicklungsprojekte mit kultureller Dimension gezielt zu fördern. Die Beachtung kultureller Aspekte wird sogar systematisch vernachlässigt: Entwicklungskonzepte berücksichtigen vorrangig ökonomische Strukturen und lösen diese aus dem kulturellen Kontext heraus. Die Misserfolge vieler dieser Projekte zeigen, dass ein ökonomischer Ansatz allein nicht ausreicht - und dass kulturelle Faktoren ebenso wie soziale Aspekte mehr Beachtung finden müssen. Entwicklungspolitische Akteure ignorieren diese Bilanzen mehrheitlich in ihrer Arbeit, Kultur wird üblicherweise als Stolperstein oder auch als "Luxusfaktor" in der Entwicklungsarbeit gewertet.

Ein stärkeres Interesse an kulturellen Projekten in den Ländern des Südens wird sich nur durchsetzen, wenn die entsprechenden Entscheidungsträger von der Bedeutung kultureller Faktoren für eine nachhaltige Entwicklung überzeugt sind. Das Programm Culture and Development setzt diese Forderung in die Tat um: Die Kulturveranstaltungen, Symposien und Publikationen des dreijährigen Programms machen das Entwicklungspotential von Kultur zum Thema und zeigen Möglichkeiten und Perspektiven auf, es zu nutzen.

Die Ziele des Programms

• Die Beziehungen zwischen EU-Mitgliedsstaaten und Ländern des Südens sollen hinsichtlich kulturpolitischer Aspekte kritisch reflektiert und gezielt ausgebaut werden.
